MW Horator glitch?

The main quest in Morrowind requires that you unite the four tribes AND become Horator of the THREE great houses.

I completed confirmation as Horator of [1]House Telvanni and [2] House Redoran. At this point my journal proclaimed "I have finished uniting the THREE great houses..", though I have yet to be named Horator of House Hlaalu.

Just a glitch I guess, has this happened to you?

Are you in Hlaalu? Maybe if you're already the leader of Hlaalu, that counts as hortator. I forget. Or maybe you already did what you have to do to become Hlaalu hortator.

You would think that possible, logical, but two things tell me I havnt done House Hlaaul:

[1] My journal shows no record of such activity.

[2] My first stop to Hlaaul to visit Cassius Curio for his vote....he has yet to consent.

No big, I'll proceed w/final house.

You have to talk to Nevana Ules and then Velanda Omani, they will tell you to talk to Orvas Dren. You must kill or blackmail Dren to make him step down as head of the Camonna Tong.
